State-Regions Conference: the “new” health and safety training program

On April 17, 2025, the State-Regions Conference approved a new national agreement on occupational health and safety training, signed by the Government, the Regions, and the autonomous provinces of Trento and Bolzano.

The agreement establishes the duration, content, and methods of mandatory training for employers, as well as the final assessment and monitoring of training effectiveness.

It updates previous agreements, defining structured training paths for key company roles, including employers, supervisors, managers, safety officers (RSPP and ASPP), and workers. Training requirements have been specified, with varying durations based on roles and industries. For example, employers must complete at least 16 hours of training (22 hours for the construction sector), while supervisors and managers must complete at least 12 hours, renewed every two years.

This agreement aligns with broader legislative efforts, such as the “Credit-Based License for Construction Sites,” aimed at strengthening prevention systems and reducing workplace accidents.
